Read the target correctly
The minimum target is not native 1080p: Steam labels it upscaled. The recommended tier has two targets, so native 1440p should not be compared directly with upscaled 4K.
Large multiplayer fights may stress the CPU differently from a quiet scene. Match server size, map area and upscaler when comparing results.
Prepare the PC
Keep more than 50 GB free for updates, install the current graphics driver and close unnecessary overlays. Confirm the game uses the intended GPU.
Begin with the tier nearest your hardware. Change one setting at a time and record resolution, upscaler, scene and frame rate.
